We regret to inform you that Retired Sergeant Michael Fred Phelps passed away on October 10, 2022, at the age of 72. The Maryland Troopers Association sends its deepest condolences to the Phelps Family during this difficult time.
Fred was an officer of MTA Lodge 13 and a former President of MTA Lodge 15. Fred was also a founding member of STATE and a longtime member of CVED.
Funeral Arrangements
The visitation will be held at the Witzke Funeral Home located at 5555 Twin Knolls Road in Columbia, Maryland on Thursday, October 27, 2022 from 1500 to 1700 hours and from 1900 to 2100 hours.
The funeral will be at the Witzke Funeral Home on Friday October 28, 2022 at 1100 hours.
The Celebration of Life for Fred will be held immediately following the funeral at the Elkridge Volunteer Fire Department, 5700 Rowanberry Dive in Elkridge, Maryland.
